The Toronto Environmental Alliance has given Mayor David Miller and the current city council an 'A' for their commitment to the environment.

The non-profit environmental group's annual report card declares the current council as the greenest the city has ever seen.

The grade is based on statistics that show city council debated more environmental initiatives in the last two years than it did during the entire previous term. One term lasts four years.

Council also gained marks with its plans to expand the city's transit system and promoting more bicycle lanes.

However, the group says its research shows the city's environmental plans, programs and policies often lose speed when they become entangled in Toronto's bureaucratic system.
